A Short History of Catching Up 41 There did seem to be considerable variation between the Soviet republics, hinting that some cultural or mental preconditions played a role. Indeed, the private sector developed most rapidly in the non-Russian regions and republics of the Soviet Union. By 1991 more than 75 per cent of joint stock companies and 80 per cent of private farms were in the Baltic republics. Local government officials were most negative towards the development of the private sector in the Russian Federation and in Central Asia.

China was brought to the brink of civil war, and virtually shut off from the rest of the world. The Maoist illusion disintegrated long before Mao himself passed away in 1976; with his death it was buried irreversibly. Deng Xiaoping’s ascension to power in the latter part of the 1970s dramatically changed China’s course. Ideology was replaced with pragmatism, ideological purity with ability and know-how. Not overnight, exactly, but within a few short years innovation and entrepreneurship became acceptable, sought-after qualities.

In a way – before any other unexpected dichotomies, dimensions, or mutations, emerge – they represent the three interrelated two-dimensional continuums of possible change where the current choices are located in order to find their balance. Also, these are not the only dimensions of change discussed in the respective chapters; taken together, however, these three different main dimensions of social change generate several interesting questions. How are the socioeconomic and political systems interlinked, what are the most plausible combinations, how do they construct and condition each other?
